[Chapter-delegates] Update on Chapter and Membership meetings atPuerto Rico

Hi all.

I'm arriving later in Puerto Rico, but I strongly suggest that the 
President of the Puerto Rico ISOC Chapter, chairs the meeting of the 
Chapters.

It is important that this meeting be driven by Chapters.

Also does the Chair has an agenda? Can we follow remotely using the ISOC 
Marratech system?
