[Chapter-delegates] Update on Chapter and Membership meetings atPuerto Rico

Hi Anne,

On tuesday 26th, I'll attend ccNSO meeting up to 6:00PM.
As many other ISOC members will also be attending ICANN constituencies 
meetings up to 6:00 PM, the third option might be preferable; i.e. ISOC 
meeting at 7:00 PM.
