[Chapter-delegates] ICANN Puerto Rico: Member and Chapter meeting

Veni,

I think this is happening but, as you know, there is a lot of new staff
on-board and some backlog that needs to be addressed.

The meeting that is suggested here is intended to focus on how ISOC and
its the chapters can bring the best added value to the ICANN and ALAC
process. 
The IGF is of course important, but we should avoid losing focus and mix
too many subjects in a single meeting.

I talked to Lynn yesterday and she confirmed she will be there.
