Dear colleagues,

The following application for a new Chapter to be formed in Burundi  
has been received. It is being sent to this list for peer comment and
review.

Please note that following on from recent discussions on this list,  
the purpose of this review is as part of the overall process of 'due  
diligence' in forming new chapters. The chapter is not yet formed. In  
all cases, if there are those on this list that personally know the  
individuals proposing to form the chapter, feedback is especially  
welcome.

The period allowed for comments is 2 weeks and the deadline is 12th  
February 2007.

Chapter Application for ISOC BURUNDI

A. Name of the Chapter:  Internet Society Burundi, acronym : ISOC  
BURUNDI.

B. Community of Interest the Chapter will to serve

Burundi is a small country  (Km_  27,800) with a population of  
approximately 7,2 million. It is located between Tanzania (east),  
Congo (DRC) (west), Rwanda (North). On its western side, it is also  
bordered by Lake Tanganyika From Bujumbura (the Capital City) down to  
the southern border shared with Tanzania.

ISOC BURUNDI is aimed at serving the community of the Republic of  
Burundi (Africa) countrywise. It may extend its activities in our sub- 
region or elsewhere as might be required in future.

C. Purpose and Scope of Chapter

Our country has been involved in a civil war since 1993 and its socio- 
economic environment has been extremely destroyed. The war has ended  
only last year in 2006 and almost everything has to be rebuilt from  
scratch.

ISOC BURUNDI's purpose is to contribute to the reconstruction and  
development of Burundi through the promotion of the internet in  
Burundi, the rapid development and wide use of its applications.

ISOC BURUNDI shall

* Mobilise resources for promoting internet
* Promote the computer literacy in Burundi
* Contribute to setting up a CISCO Academy
* Organize conferences and workshops to  raise awareness of decision  
makers and the communities of the importance of Internet for the  
socio-economic development of our country and its full participation  
into the new era of the information society
* Set up a discussion forum for internet related matters and  
developments, locally and internationally
* Contribute to the improvement of healthcare using internet in  
telemedicine applications particularly in remote areas
* Contribute to the design, training and use of Internet protocols  
and standards (locally and internationally)
* Participate in internet related events (meetings, conferences,  
workshops, training, internet fiesta, etc.) locally and internationally
* In general, contribute, according to its resources available, to  
all internet related activities as and where the members might deem  
it required and useful.

D. Founding Members of the Chapter

Following a discussion I had last November in Mauritius with ISOC's  
Mirjam Kuhne and Dawit Bekele at the occasion of the AfriNIC  
Meeting,  ISOC BURUNDI was created as a not for profit association by  
36 founding members and its by-laws were adopted at the General  
Assembly Meeting held on December 23, 2006.

A team of 4 founding members listed below was appointed to serve as a  
Bureau with a mission to complete all the required formalities for  
the official authorization/recognition by the Government of Burundi  
as a not for profit organization and the Internet Society as an ISOC  
Chapter.

F. List of Requirements

All  the requirements for the government's authorization have already  
been fulfilled including:

1.  Production of a copy of by-laws in due legal form according to  
Burundi Law including the list of founding members
2. Minutes of the Constitutive General Assembly Meeting
3. Production of the list of Bureau team with their CV
4. Action plan
5. Payment of a US$ 20 fee.
G. Additional Information

* All the requirements for ISOC BURUNDI having been met at the local  
level including Government of Burundi's authorization, what is  
remaining is the recognition of ISOC BURUNDI as an ISOC chapter by  
the ISOC's Chapters Section.

If there is any other information required for this recognition,  
please advise.

* As you may see in my Resume attached, I have a very good business  
experience.

I have also involved in and worked for the Internet communities for a  
long time. I'm an active member of several organizations including  
ISOC and ICANN.
