I have no disagreement with you and Alejandro, that we have to be 
careful. However, they can use the mark even without us giving them 
the "right" to use it. I remember that ISOC-Bulgaria actually was 
using this name between 1995 and 1997 until we were approved as a 
chapter. Which didn't stop us from existing, and working under the 
name ISOC. All other chapters also were founded before they were 
approved. In fact some chapters still exist without  being approved, 
yet they are named ISOC. What matters here is not only the brand 
(mark), but what they do. Someone may do great things for the 
Internet, and not be associated with ISOC (that's bad for ISOC), and 
others may do terrible things, and be associated with ISOC (again bad 
for ISOC).

So, before we even come to the point where chapters may object 
someone's application, the staff should have done their homework and 
make sure that the chapter-candidate is fulfilling the requirements 
of ISOC. I trust the current staff of ISOC, and I hope they will be 
doing much more work in the future, with chapters worldwide. I have 
been in touch with them on other chapters, which are "on hold".

I also, of course, trust Patrick, who was the first to welcome the 
new chapters.
