[Chapter-delegates] APPLICATION for form ISOC Democratic Republic of Congo chapter - please review

If I'm correct this organisation has been listed for a while as an ISOC 
Chapter in the Regional At Large Organisation list in the African region 
of ICANN.

I'm glad they are joining us.
