[Chapter-delegates] APPLICATION for form ISOC Democratic Republic of Congo chapter - please review

I strongly support the application of the DRC Chapter ...
Didier Kasole is working very hard many years ago in advocacing the internet
in Africa, and i'm confident that the founding members of this chapter have
the same vision and can act efficiently in promoting the ISOC pillars ..
