Democratic Republic of Congo has been received. It is being sent to  
this list for peer comment and review. The period allowed for  
comments is 2 weeks and the deadline is 5th February 2007.

Democratic Republic of the Congo has Internet development and  
governance problem. The Chapter will promote the use of Internet by  
helping the country to define and follow a good strategy.  The  
Chapter will organize conferences, workshop to build national  
capacities in ICT

A NGO should be registered by a ministry; ISOC-DRC Chapter as NGO is  
registered by PTT Ministry.

Following is a summary of law on NGOs
Law 004/2001 of 20 July 2001 pertains to the general provisions  
applicable to the non-profit making organizations and to the  
establishment directed to the public benefit. It regulates the  
creation, the organization and the functioning of the groups that do  
not commit themselves in industrial or commercial operations. It  
contains 3 titles. Title I deals with the title of non-profit making  
organizations and is composed of four chapters: chapter I treats the  
general provisions and chapter II deals with the general regulation  
related to the non-profit making organizations, chapter III is  
relative to the particular regulation on the non-profit making  
organizations and chapter IV to the costs. Title II concerns the  
establishments for public benefit and it is composed of four  
chapters: chapter I defines the establishments for public benefit and  
chapter II presents the procedures and the conditions for granting  
the juridical personality, chapter III relates to functioning of  
these establishments, chapter IV gives a ruling on dissolution and  
finally title III presents the transitional and final provisions. (76

G. Additional Information

Now many people in DRC are interested by Internet and ISOC  
activities. Regarding ISOC activities, some ISOC-DRC’s founding  
members have participated to INET Workshops: Mutembo for INET96 and  
INET97 in Montreal and Kuala Lumpur, Bagula and Nzita for INET98 in  
Geneva, Rukeratabaro and Bagula for INET99 in California. The first  
public meeting on ISOC was held in September 1997 after Kuala Lumpur  
workshop. In 2001 after many public meetings on ISOC objectives and  
activities the DRC Chapter was founded.
