[Chapter-delegates] ISOC Participation in OneWebDay

Hi, Terry.

Actually ISOC-Bulgaria did participate (and co-organize) the 
OneWebDay 2006 in Bulgaria. It's on Sept. 22nd, which is also the day 
when Bulgaria became an independant state, so for us this date has a 
special meaning.
The event was indeed quite interesting, and we are already planning 
on participating and better organizing it in the 2007.
