[Chapter-delegates] Please welcome ISOC Chapters

Thanks very much Alejandro, these are good suggestions. Our new
Commmunications Director - Mark Thalhimer and I have had discussions
re developing a plan for making our materials (and of course our web
site) multi-lingual. We are working to bring Mark up to speed on a
number of requirements and I'm sure he will be reaching out to you
and others for more suggestions and support. Peter Godwin has also
been involved and we are thinking about following a Wikipedia like
model for development.
All suggestions/contributions very welcome.
