Luc,
While watching this topic unfold and begin to be discussed I have been trying to raise my concern level or excitement level but have not managed to do much more than hope that the subject can be changed to be communicated in the form that I've used in this reply having the square brackets to enclose the proposed name of the subject. This is one way I have used to reduce my review time for the many thousands of email messages I receive on a daily basis so that new participants in our ISOC ["..."] discussions, which is the format most focused subjects are presented, can be identified quickly so that they do not end up going out with the garbage...
The fact that Chapters are able to nominate and vote for Board Members should give us more than an advisory role to the Board because we are already substantial participants on the ISOC Board.
Since most of the Board meetings are open to the public, I do not know what additional information or analysis of the proceeding we could develop by identifying a particular Chapter member who would view the public portions of the ISOC Board meetings, write up their perspectives and interpretations to report back to us and, of course, this would have to be covered by Chapter or individual funds. Since we already have Board members for whom we have nominated and voted, do we not trust them to effectively represent us? Why else would we nominate and vote for such Board representatives?
Is this proposal a statement of a Vote of Lack of Confidence in our present Board member representatives?
Do we collectively feel that Chapters deserve more influence on the Board than Institutional and Individual members?
I'm not usually so vocal about new proposals. I like to see new ideas be formed, discussed and tested for relevance to our better use and support of the Internet and the protocols, processes, functions, policies, and activities that continue to help it grow and better meet the needs of users all around the world.

Hello fellow chapter delegates,
I'm forwarding you a mail I just sent to Anne Lord with suggestions on a Chapter Liaison to represent chapters at Board meetings. The idea is to have someone to represent us on the Board while not creating a big structure like a Chapter Advisory Council which most people thought was overkill when we discussed the issue on the Chapter delegates list a while back.
I'd like to know your thoughts on the proposal before the idea is submitted to the Chapter delegates list.

Bonjour Anne,
Here are some ideas around the Chapter Liaison we discussed :
The Chapter Liaison would be one person chosen by chapters delegates to act as an interface between the ISOC Board of Trustees and the chapter community. The idea is to make sure that the chapter perspective is heard at the Board level and conversely, that relevant Board considerations are routed to chapters.
Both ISOC and chapters could try out the idea for a one-year period and evaluate after that period if it is worth pursuing.
The Chapter Liaison would:
a.. attend open Board meetings,
b.. both bring chapter matters to the Board and report back to chapters,
c.. be responsible to build consensus on the chapter delegates list on matters to be brought to the Board,
d.. by the same token provide animation -- and hopefully direction -- on the chapter delegates list,
e.. be nominated for a 2-year term (to allow him time to get up to speed on Board matters),
f.. be someone with diplomatic skills in order to foster a spirit of collaboration between the Board and chapters,
g.. be available to attend all ISOC Board meetings.
The Chapter Liaison would be a volunteer position. ISOC would pay for travel costs to attend Board meetings.
I will circulate the idea to some chapter delegates and get back to you with their feedback,
