[Chapter-delegates] Report regarding Swedish IT Policy

Our thanks to Patrik Faltstrom for making this report available!  Patrick
was a member of the IT Policy Strategy Group which came up with these
recommendations (and he chaired the working group on IT infrastructure and
broadband).

The two reports are:

- Policy for the IT society - Recommendations from the members of the IT
Policy Strategy Group

An overall document with recommendations on what the government should do.
It includes information from the 2nd report...

- Broadband for growth, innovation and competitiveness

> working group on IT infrastructure and broadband. The primary task of 
> the working group has been to support the Strategy Group by working,
