[Chapter-delegates] Help needed : collecting resources useful to chapters

Anne,

thanks for taking the initiative. This idea of clearinghouse-repository of 
knowledge is at the heart of what we can do to help each other, among 
chapters, and for ISOC HQ/staff to help provide (or identify elsewhere and 
provide.)

We should also emphasize that making materials available in languages 
other than English is a project that can only scale if we provide a large 
part of them from the chapter base ourselves. We should identify 
particularly valuable materials which are worth the cost and effort of 
translating, and make sure they become available in well-formated 
documents and presentations. Here indeed some help from HQ could become 
welcome.
