[Chapter-delegates] Preview on ISOC website developments

I think, currently, visitors may have trouble seeing the wood for the trees.

On http://www2.isocdev.org/membership/

Surely "Read more about forming a Chapter" is jumping the gun a bit?

It should be "Find a Chapter to join"

And on the subsequent page, http://www2.isocdev.org/isoc/chapters/
there should pretty immediately be a drop down list of all chapters that should
at least go to the Chapter's expanded view in the Chapters list.

There should be a chapter profile template which, if filled out, would
be substituted.

It would finish with the 'join chapter' button, which would carry the user
to the 'join isoc' with the chapter info as an argument..

That same 'join chapter' button could be used on chapter sites.

The same code could be incorporated into the 'join isoc' section. .
