[Chapter-delegates] List Charter

Hi Narelle and all,

Apologies for not replying to this sooner and thanks for your  
suggestions.  The delay in replying was because I wanted to check  
what, in the way of a charter existed from when the list was created  
back in 2002. The initial posting then contained these guidelines:

Nevertheless it is probably timely to update the charter, so we would  
like to add it to our tasks for 2008 under the broad area of "Policy  
development".  Narelle - i hope it is okay - we will put your name  
down as a volunteer to work on this when we ask for those interested  
to help :).

In the meantime I do not wish to discourage anyone from posting, but  
I would politely request that we try to limit unnecessary traffic to  
people's inboxes as much as possible.
