Standards are strategic for control of the software market.

Until now the de-facto standard has been Microsoft Office formats. MS 
software was required to read almost all Office documents that were 
exchanged around the world. The OpenDocument standard has broken this 
monopoly, by creating an Open Standard that any program can use. Many 
countries around the world are now mandating the use of Open Standards 
in all documents stored and exchanged.

MS is trying to go back to controlling the de-facto standard by breaking 
the standard. As soon as there are two standards... there is no longer a 
standard, and we go back to de-facto standards... which is where MS 
moves easily to maintain control of the Office application market... 
they think.
