[Chapter-delegates] Welcome on behalf of the ISOC Chapter Delegates to ISOC Cambodia

Norbert, Javier,

It is indeed a great pleasure to welcome you.  Thank you for all your 
efforts, I know it has been a long time coming for Cambodia and for 
the two of you as well.   Personally, I am very happy to welcome you 
all, Cambodia is a beautiful country and I have wonderful memories of 
a vacation there (although that was over 10 years ago :-)).

Some of you may remember that Javier was a former ISOC VP of 
Conferences and we have worked with Norbert for a long time on 
various projects benefiting Cambodians and the Internet alike.   I am 
sure they will both bring alot to ISOC and to the development of the 
Internet.  Congratulations and thank you for all you have done.

Anne, Chapter Delegates, I hope you'll excuse my posting here rather 
than off-list as requested but I did want to give my thanks and 
welcome.
