[Chapter-delegates] PILOT sub-domain delegation service

Hi Anne,

The original suggestion was : chaptername.isoc.org.
This is based on the current policy where we have for england.isoc.org
or scotland.isoc.org, among others.

Try "dig scotland.isoc.org ANY" or "dig england.isoc.org ANY"
for current examples.

I see the proposed policy has now been changed to
chaptername.chapters.isoc.org.

What was the rationale for this change ? To me, it looks more as a
willingess to make it clear in the DNS space that chapters are not ISOC.
Further, how attractive do you think such a long domain name can be ?

Hopefully, since this service is in pilot mode, it may still be possible
to revert to more a sensible policy.
