[Chapter-delegates] Reminder: Chapter application from ISOC Armenia

I can join Jacek in this!
Igor is, among other things, the ccTLD for .am,
and I have had the opportunity to talk to him
recently on ccTLD-related issues.
I also know about the work Jacek is doing with
them, and our chapter has been last year in
Armenia, working on free and open source
softtware projects, and we believe the whole
Internet community is well organized there!
