we have proven in many ways that ISOC chapters can be effective in the
regulatory environemnt. What we know is that we have to be agile and
timely, well-informed, and have a good understanding of how to do politics
and diplomacy in our countreis' environments. In many cases we are small
organizations with limited funds, and must rely on expertise and the
press, more than the usual lobbyists' approach.
