[Chapter-delegates] subscription

Dear colleagues,

this year elections include people who are not subscribed to the 
Chapter Delegates list.
The EC has discussed this, and we believe it's fair if all of them 
have equal access to this list.
I've asked David to include all of the chapter candidates to the list.
