[Chapter-delegates] PIR Advisory board

Fred,

It is just when I looked at the call for nomination for the PIR advisory
board, I could not find anywhere a past call for nomination for the PIR
board. You know I'm curious ;)

I find the ISOC board and ISOC Nomcom as geographically diverse as it
can be. I think it depends on us chapters to provide candidates from our
own constituencies. When more chapters get more confident then they will
fill more candidates.
