Carlos,
There isn't any formal rule about regional or geographic
representation, but we do take this into consideration in the
selection process. The primary purpose of the board is to oversee
the operation of the registry. The registry is a substantial
business with complexity and details specific to being in the domain
name industry. Therefore the first priority has been to make sure
the board is well tuned for that purpose. As I said, we looked first
for relevant business and/or technical experience. Within that
constraint, we have sought the best breadth in all dimensions that we
could find.
