It appears from this end that there has not been an application
submitted as per the ISOC guidelines. However, it sounds as if this
organization would be a very good candidate for chapter status and we
would, of course, welcome that. 

By copy to Mr. Mkrtumyan, President, ISOC would welcome an application

Did they submit the necessary documents to ISOC or simply initiated the 
process?
