[Chapter-delegates] Membership System

Hi All, 

during last fall I tried to use the membership system for the German
chapter.
With repeated and intense help from Nelson  (the testing was done by
Peter Koch and me) we managed to use the system to some extend.
- It is much too complicated to do simple things
- it takes much too long for some backoffice acknowledgements to happen
- it does not interface in a nice way to our own local system - all has to
be done manually
- our members don't accept the complicated process

Nelson showed a lot of nice features of the system to me in a private
session in Paris,
this system could really do many fancy things like organizing meetings and
so on -
but this is not visible to the outside.
And at the same time - this system as it is now does not fulfill basic needs
of the chapters
like for example in our case indicate to new potential members that they
have to pay a local 
fee for the chapter
and and and .... there are so many things which could and must be done for a
system
really usable to chapters like all the others already mentioned.

So with my best will to use this system - we can't and have to run our own
in parallel
This is not good
