[Chapter-delegates] Membership System is not working!!!

Dear Chapter Delegates:

As you have seen, Franck and Alan have made a point about the membership
system not working that needs attention. While the system appears to me
to be working, their concerns are serious and deserve attention.

I am looking into this. I will need to talk with a number of folks to
get a complete picture but I will comment on this complaint by Friday my
time at the latest.
