[Chapter-delegates] Membership System is not working!!!

Fred,

Because our chapter is not the only one. The chapters have been
complaining about the new membership system, ISOC has not yet listened.

Secondly, all the support staff I know have left ISOC.

We cannot monitor our members and this is a HUGE problem for us. We are
even slowly loosing membership.
