What is happening in ISOC?

The membership system is not working.

I have followed a friend joining our chapter using the new system,
this was like very complicated, you have to join, then you have to
specify you want to join a chapter and then there are 3 screens to
confirm the confirmation....

and then I go in chapter management, and I don't find him anywhere?

We did not have any new members for the last 4 months while usually we
get 3-4 new members every month.
