[Chapter-delegates] Membership System

Dear Chapter Delegates:

As you know, the Board met on the weekend of February 10th and 11th in
Utrecht, Netherlands. A major topic of discussion was the membership
system and the recent notes on this list regarding the system. My report
to the Board on this subject was previously sent to this list and for
ease here is a pointer to it:

The Board had discussions on this subject in some depth. They, just as
management, take the concerns raised by chapter delegates seriously, and
we all want this situation resolved as quickly as possible. 

We therefore have already begun work on the steps mentioned in the
report - the first being to carry out a system review to help us address
the most critical concerns with respect to usability for
members/chapters, and we expect to have a report out to you for review
as indicated below.   We have actively engaged the vendor in addressing
these issues and expect to complete this review within two weeks.

This report will of course be brought to the list for input and review.
Thoughts on how best to involve chapters in this review are welcome. 

These are short term steps. We would like to see the results and
evaluate them with your help and input.   Then, as necessary, we will
evaluate together longer term solutions. 

This will start with revisiting the prioritization of our Phase Two
efforts. (Those deal with internationalisation issues, security,
interface improvements, integration with local chapter systems etc.) 

In closing, let me say that we understand your concerns and we are
working diligently to address them.   With your help and a constructive
approach by all we are confident  this will be resolved quickly and
satisfactorily.
