[Chapter-delegates] Membership System

Thanks Veni,

When I proposed to address this issue to the board my intention was to
try to get together a committee e.g. to formalize a group to understand
better the main issues of the membership system, identify real
shortfalls and try to solve them in any or other way and understand why
certain decisions were taken in the past. 

For me, there is no other solution that sitting together and discuss,
exchange views and finally find the most suitable solution for ISOC,
chapters and individuals that want to join chapters and so on. 

David has been doing a good job helping us to understand the main issues
and I thank him for that. Thanks to Jim too because as he play a role
since the inception of the system.

It is in the interest chapter delegates to continue the discussion
without over excitement to try to get fix this problem now. 

My 5 cents contribution

Wladek, David, and all,

these are all serious issues, and I hope the 
Board will address them at the end of the week. 
In anycase, sometimes it's better to take step 
back, and may be just write off the years and 
enormour money spent, and create something new, 
than trying to fix something that's working poorly.

I just want to make sure that we understand 
properly David's work - he is quite helpful, and 
the very fact that he engages in conversations 
with the chapters is encouraging. I am sure that 
he will do everything he can to help us and we 
need to continue being helpful to him, and to ISOC, as we've always
been.
