[Chapter-delegates] Membership System

This is to inform that I have summarized the concerns that chapters are
having with the current membership system to the board, thanks for your
inputs. However, the main point I am asking is that in order to help
prioritize the main topics to be considered for the upgrading of the
system I am suggesting to the board, to set-up a Membership Committee
consisting of ISOC staff and chapter reps that should give serious
analysis to the enhancement of the system as a phased implementation
needs to be explored. 

Chapters will have a more active participation in the development of the
system.
