This is my intention lest try because like you said chapters cannot
complain about the same points forever.

Rosa,

You are bringing the "interesting" point. Because after that the board 
will be able to say, we have reviewed the points you made, we are 
forming a committee to form a committee to disolve all these problems 
and therefore you cannot complain about the same points forever...
