[Chapter-delegates] Review of Chapter Application for Nepal.

It's a great news to have an ISOC chapter in Nepal!


I hope also that some of the outstanding chapter applications will be 
processed. I know about the Macedonian chapter (being an honorary 
founding member), which it's still not accepted.
