[Chapter-delegates] Review of chapter application

Congartulations to ISOC Congo, and welcome aboard!

It is extremly important that we have more 
chapters in countries where they can make a 
difference! We wish ISOC-Congo to be the leading 
organization in development of Internet in Congo!
