[Chapter-delegates] Review of chapter application for Le chapitre congolais de l’ISOC (ISOC-Congo)

Dear Chapter Delegates,

ISOC is submitting  Chapter applications to this mailing list to 
give you an opportunity  to comment on them.  The Membership
Director is most interested to hear if there exist reasons why a Chapter 
application should not be accepted but you're welcome to offer 
statements of support, too. 

Criteria to date for evaluating Chapter applications and Bylaws has been
pretty straightforward: unless there's a good reason not to accept a
proposed Chapter it is approved.  As part of involving you in the process of
reviewing these materials ISOC is open to suggestions on additional criteria
you believe are relevant. Since you are already successful operating
Chapters, you are best positioned to comment on what is likely to be
successful.

The application is copied below for your consideration. If you have any
comments, questions or concerns, please respond in two weeks,
25 August 2006 to <chapters at isoc.org>

CHAPTER APPLICATION

A. Proposed name of the Chapter
Le chapitre congolais de l’ISOC.

 B. Community of Interest the Chapter will to serve
ISOC-Congo will serve throughout the whole Congolese area.

 C. Purpose and Scope of Chapter
People including students, ICTs professionals and ordinary Internet users, will be informed about Internet matters and be trained on Internet tools. Moreover the connectivity in order to extend Internet network is one of our operating methods.  The global aim of our action will be to manage so that Internet could help people to solve their development issues.

Ecole Communautaire de l’Enseignement Supérieur (ECES). This community high school will lend our chapter its computer’s room for ours workshops and technical training.

 F. List of Requirements
No specific laws stated in our country prevent us from representing an International organisations. However a sort of accreditation from ISOC will make things easier.      

 G. Additional Information
The Congo is a post conflict country. It comes out of almost a decade of repeated civil  wars; thereby people need to accelerate the development. Then access to Internet and the oriented use of Internet can help people to move much more quickly and sure towards their development targets.
