On behalf of the Membership Director, ISOC is submitting Chapter
applications to this mailing list to give you an opportunity to comment on
them. The Internet Society is most interested to hear if there exist reasons
why a Chapter application should not be accepted but you're welcome to offer
statements of support, too. Later, we will send a package of the proposed
Bylaws and officers to this list, again for you to comment.

Criteria to date for evaluating Chapter applications and Bylaws has been
pretty straightforward: unless there's a good reason not to accept a
proposed Chapter it is approved.  As part of involving you in the process of
reviewing these materials ISOC is open to suggestions on additional criteria
you believe are relevant. Since you are already successful operating
Chapters, you are best positioned to comment on what is likely to be
successful.

The application is copied below for your consideration. If you have any
comments, questions or concerns, please respond by 3 May 2006 to
<chapters at isoc.org>

CHAPTER APPLICATION

A. Proposed name of the Chapter

Internet Society ­ Macedonia (Internet opshtestvo ­ Makedonija ­ ­ ).

  B. Community of Interest the Chapter will to serve

Internet Society ­ Macedonia will serve the whole territory of Republic of 
Macedonia with population of 2.1 million citizens. Although based in Skopje 
it will be open for applications / members and local clubs throughout the 
country.

  C. Purpose and Scope of Chapter

This initiative is started from the Foundation Metamorphosis an non-profit 
institution that foster and support information society initiatives in 
Republic of Macedonia. Throughout our projects we have created a list of 
partner e-Riders, NGO leaders, donors, businesses and governmental bodies 
which are sensibilised about the citizen’s perspective of the information 
society. The purpose of starting the Chapter would be to institutionalize 
the links between the information society workers in Macedonia and 
proactively support the local internet initiatives. Possible projects would 
include raising public awareness / knowledge about the Internet, supporting 
local internet content, integration of e-riders in the local communtiy, 
projects connected with telecenters / Public Internet Access Points and 
other ICT related activities.

F. List of Requirements

Our organizational design is that the Chapter would function as an unit 
inside Foundation Metamorphosis. If this kind of setup is possible then no 
special documentation and fees are needed. If the Chapter is registered as 
a separate NGO then a statute of the international organization as well as 
a recommendation would be needed for local court registration ­ as well as 
a sum of money needed for account registration and state fees. This process 
would last for 1-2 months. If the Chapter is inside the Foundation there 
are no obstacles to start the application process to ISOC right now.

G. Additional Information

Foundation Metamorphosis is spin-off of the Foundation Open Society 
Institute ­ Macedonia  (http://www.soros.org.mk) and it inherits and 
implement it’s Information Program. It employs directly and per project 
basis about 10 IT & NGO experts. Foundation Metamorphosis 
(http://www.metamorphosis.org.mk) is one of the partners (together with the 
Government’s Commission for information technology (www.kit.gov.mk)  and 
UNDP) of the process “National Strategy and Action Plan for Information 
Society”. This project is in its final phase ­ the documents have been 
drafted and now they are facing Government procedure. During this process 
we have formed Overcoming the Digital Divide Focus Group of ICT NGO’s and 
ICT-media as well as partnered with the experts that are part of the 
Strategy Task Force. We have the unique opportunity to gather the key 
players of the Macedonian Internet Society with the formation of the local 
Chapter. Foundation Metamorphosis together with MDW/USAID is starting to 
implement the project for e-municipalities that is one of the key parts of 
the new National Strategy. The project also covers local e-riders for the 
municipalities as well as supporting Public Internet Access Points. 
Therefore we think that our scope of work and engagements laid out coincide 
with the initiative for Local Chapter and that’s why we would like to apply.
