[Chapter-delegates] Review of chapter application for the The Internet Society Philadelphia Area Chapter

Greetings,

ISOC is submitting Chapter applications to this mailing list to give
you an opportunity to comment on them.  The VP of Chapters is
most interested to hear if there exist reasons why a Chapter
application should not be accepted but you're welcome to offer
statements of support, too.  Later, we will send a package of
the proposed Bylaws and officers to this list, again for you to comment.

Criteria to date for evaluating Chapter applications and Bylaws has been
pretty straightforward: unless there's a good reason not to accept a
proposed Chapter it is approved.  As part of involving you in the process of
reviewing these materials ISOC is open to suggestions on additional criteria
you believe are relevant. Since you are already successful operating
Chapters, you are best positioned to comment on what is likely to be
successful.

The application is copied below for your consideration. If you have any
comments, questions or concerns, please respond in two weeks, 10 October
to <chapters at isoc.org>

CHAPTER APPLICATION

A. Proposed name of the Chapter
The Chapter name must include both "Internet Society" and "Chapter".
These may be translated into your local language.

The Internet Society Philadelphia Area Chapter


B. Community of Interest the Chapter will serve
Geography is a common choice for a community of interest, for example, 
within a country or city. However, any well-defined group of individuals is 
acceptable.

This chapter is designed to serve Philadelphia, southeastern Pennsylvania, 
parts of New Jersey, and Delaware.


C. Purpose and Scope of Chapter
It is important to indicate how you intend to serve your community of 
interest and why a Chapter of the Internet Society is a good way to do it.

The ISOC-PHILA chapter will serve the interests of our community by 
providing a means of forwarding the goals of the Internet Society in our 
region, especially in the areas of education and training, standards and 
protocols and public policy.

While there are many “tech groups” in our community of interest, no 
existing group enables individuals and organizations address these issues 
in the same manner as an ISOC Chapter.

The purpose of the chapter will be to focus on education, communication and 
community service, with emphasis on local implications.

Our proposed scope of operation includes:
1.      To help educate those who live in our community about the 
importance of the Internet, the technologies that enable it, and the 
importance of participating in and helping shape this great internetworked 
capability that is rapidly changing our Society.

2.      To promote the professional development and education of our 
members in areas focused on the Internet.
3.      To provide a channel for members to have a collective voice 
regarding the future of the Internet.
4.      To promote the goals of the Internet Society in the Philadelphia Area.

D. Founding Members of the Chapter
Please list complete contact information and affiliations for all persons 
who will be working together to create the Chapter. Although there is a 
minimum membership required for a Charter we are only asking for at least 
one other person besides yourself.

Some countries, governments, or regulatory bodies have rules or regulations 
that must be followed by Chapters of organization's like the Internet 
Society. Examples include documentation or fees. It is important for you to 
check and to indicate here any requirements you find. If there are none 
please indicate with whom you checked.

The bylaws of the Metropolitan Career Center preclude it from engaging in 
any lobbying activities.

Our intent is to establish this chapter as a not-for-profit organization in 
Pennsylvania.

Please indicate here any additional information you believe would be 
helpful to our initial review.

No competing chapters in our area­the closest chapter is in New York.

Philadelphia is a very tech focused city, as illustrated by the mayor’s 
initiative to make Philadelphia the first “wired” city in the nation by 
establishing a public wireless network in the downtown area.

Philadelphia is home to dozens of universities, colleges, and tech 
companies that include many individuals and organizations who will be 
interested in and will benefit from the influence of the Internet Society’s 
approach to internet issues.
