PrepCom3 Subcommittee A to begin Negotiation on
Internet Governance Text 

In the final day of the first week of PrepCom3 when
slow progress almost dashed members hopes Ambassador
Khan, Chairman of Subcommittee A, introduced his
preliminary text on Chapter Three: Internet
Governance. There was a chorus of appreciation of the
Chair's effort from every corner of the chamber as
members welcomed the document as a great step forward
after two days of intense debate and confusion. This
significant development gave members a positive frame
of mind and great motivation to return in the second
week of PrepCom3 ready to negotiate.

However against this critical development members were
concerned that the document was published in one
language only and they felt that meaningful
participation in the discussions of Chapter Three
cannot be achieved. Some members admitted to a general
undestanding of the text in one common language (ie.
English), they cannot appreciate the text fully unless
it is in their mother tongue. The Secretariat was
therefore committed to circulating translated versions
of Chapter Three no later than today. 

I terms of content, the Chairman's proposed Chapter
Three: Internet Governance contained five parts
consisting of: Introduction; Stakeholders; Public
policy issues relevant to Internet Governance;
Measures to promote development; and Follow up and
possible future arrangement. The structure of the
Chapter is based on the framework introduced by the
Chairman yesterday which reflects contentious issues
raised in the WGIG Report including those discussed
during Subcommittee A plenary. Despite general
agreements on a some issues (such as stakeholders
roles and responsibilities, public policy issues) a
significant number of issues (such as follow up
approaches, framework for interface between
existing/future arranges, forum and its funtion)will
have to be resolved in negotiation sessions. Therefore
the concise text the Chairman has proposed contains
sections which are left open for members to determine
how best to arrange those sections.

Following the general acceptance of the Chairman's
proposed text for Chapter Three discussions moved on
to the Chairman's work plan in terms of 'who does
what, where, when, and how?'. Ambassador Khan proposed
three Drafting Groups (DG) as follows: DG1: Part 1,
Part 2, Part 3(b); DG2: Part 4; DG3: Part 3(a), Part
5. Ambassador Khan will chair DG3 and details
regarding chairmanship for DG1 and DG2 including the
venues and timing of the drafting sessions will be
finalized on Monday 26th September 2005. Careful
consideration will also be taken when planning time
frame of the drafting sessions for both Subcommittees
to ensure that all members are able to participate in
both and can do so meaningfully. 

The negotiation on IG texts is expected to begin as
early as Monday afternoon. Members were encouraged to
take every opportunity to consult informally with
other (or groups of) members to ensure that the
process moves along smoothly and most importantly to
ensure that PrepCom3 achieves its goals.

Negotiation on Political Chapeau Moves Ahead 
While Subcommittee A was intensely engaged on IG
issues, Subcommittee B was dedicated to Chapter One:
Political Chapeau, Chapter Two: Financial Mechanisms,
and Chapter Four: Operational Plan. The draftings and
negotiations on Chapter Two has completed and
Subcommittee B has begun the first reading of new
formulations for the Political Chapeau and
negotiations on the text is expected to begin early
next week.  

Noting that Subcommittee B has two chapters remaining
to complete and taking into account 5 working days
available, great uncertainty prevails among members
about accomplishing the task on time. Indeed members
really felt the pressure today being the last day of
the first week. H.E Ambassador Karklins, Chairman of
PrepCom3, has reminded PrepCom3 that this is the last
Preparatory process.  

The Tunis Phase has lessons to learn from the Geneva
Phase in terms of the risks associated with failing to
reach consensus. An intercession meeting was held
before the Geneva Summit in 2003 and such an event had
its consequences. Therefore all members of PrepCom3
wish to avoid history repeating itself. 

Against all odds, PrepCom 3 is committed to completing
its tasks within the timeframe provided; however this
commitment will be put to the test next week.
