[Chapter-delegates] Internet Society 2006

Following my last e-mail, may be the best course of action is to tell
them that since they are using the name Internet Society they should
explain what the Internet Society is and make a link to ISOC web site.
Also they should abide to ISOC goals and SOP.

I think it would be nicer in this angle to have them join ISOC rather
than trying to exclude them.
