Terry,
I had the pleasure to have worked for few months in Sierra Leone in
1998, on the introduction of Internet to the country with several people
listed in the Forming Committee, so I support Sierra Leone's application
to form an ISOC chapter.

ISOC is submitting Chapter applications to this mailing list to give you
an opportunity to comment on them. The VP of Chapters is most
interested to hear if there exist reasons why a Chapter application
should not be accepted but you're welcome to offer statements of
support, too. Later, we will send a package of the proposed Bylaws and
officers to this list, again for you to comment.
Criteria to date for evaluating Chapter applications and Bylaws has been
pretty straightforward: unless there's a good reason not to accept a
proposed Chapter it is approved. As part of involving you in the
process of reviewing these materials ISOC is open to suggestions on
additional criteria you believe are relevant. Since you are already
successful operating Chapters, you are best positioned to comment on
what is likely to be successful.
The application is copied below for your consideration. If you have any
comments, questions or concerns, please respond in two weeks, 26 October
to <chapters at isoc.org>

CHAPTER APPLICATION
A. Proposed name of Chapter
"Internet Society Chapter of the Republic of Sierra Leone" (hereinafter,
the "Sierra Leone Chapter") or any other similar name which is
consistent with the guidelines established by the Internet Society.
B. Geographic area that the Chapter intends to serve
The proposed Sierra Leone Chapter will serve persons who live or work in
the geographic area within legal territory of the Republic of Sierra
Leone on a non-exclusive basis, with the understanding
that other chapters may be established in overlapping geographic
areas.
C. Purpose and Scope of Chapter
Without limiting the generality of the Sierra Leone Chapter's
objectives, in addition to promoting the General Purpose and Guiding
Principles of the Internet Society within the geographic area, the
Sierra Leone Chapter shall also:
engage in a wide range of Internet related educational
initiatives;
promote recruitment and job market development in local technology
industries;
provide forums for professional networking and knowledge sharing;
develop and lead initiatives for the expansion of broad community
access and infrastructure development in order to promote
sustainable
development;
act as an advocate for the best interests of the members and the
local
internet user community (to the extent such advocacy does not
adversely affect the not-for-profit and charitable tax status of
the
organization); and
promote and support the development and implementation of
standards
as related to the Mission, Goals, Programs, Activities, and Use
of
the Internet.
Promote the Internet as a low cost pathway that transforms economic and
social structures and supports fast-paced sustainable development and
allows information to be more accessible, transferable and manageable.
Promote the need for access to the powerful information and
communication tools of the Internet as the catalyst to obtain the
resources and efficiency essential for overcoming the formidable
constraints on sustainable development in such areas as the environment,
disease prevention, literacy and private sector development.

(2) Lodge the Deed of Establishment at the Department of Justice for the
legalization by Minister of Justice.
(3) Filling a request to receive the Tax Payer Registration Number.
