After Geneva, which laid the foundations for a common approach to the
global Information Society in terms of principles, the Tunis phase will
concentrate on the translation of these principles into actions.
Furthermore, it will deal with the two unsettled issues of the first
phase: 

- Internet governance. 
- Financing access to the Internet in developing countries.  

As a third issue, the question of the implementation of the WSIS acquis
and a potential follow-up to the Tunis Summit has come up.
