[chapter-delegates] problem on the server for this mailing list

Dear moderator / administrator of the server,

I have taken the liberty to run a program through 3 proxies from different
parts of the world, and for the last 72 hours, the result show from all
three proxies, the server for this mailing list is only accessible between
52 % to 58 % of the time, with intervals of inaccessibility ranging from 5
minutes to 1 hour.

For the users who uses a mail exchange server, or those who have 24 hour
internet connection, this will not be a big problem because the program can
simply retry every several minutes or so. However, for dial up users, this
can be a serious communication problem because they will have to re-connect
5 or six time in different time of the day, just to be able to get through
in the right moment.

Therefore, to prevent disruption of  communication in this list, please do
check if there is any problem with the connection, the hardware or the
software.
