[chapter-delegates] ISOC - Bulgaria is part of a EU FOSS project

Greetings, colleagues!

I am proud to say that it's official as of today:

The European Union has approved a 660,000 grant for FLOSSWorld, a two-year 
project to promote FLOSS collaboration involving 17 partners in 12 
countries. The funding is part of the EU's 6th Framework Research programme.

Internet Society - Bulgaria is one of these 17 partners.

I hope that other chapters will also show interest and research possible 
funding from the EU. As you will see, it's not limited to the EU-members only.
