Dear Terry,
Norbert Klein is actually living in Bulgaria*. Therefore I think it's 
natural for ISOC-Bulgaria to support their application even for that only 
reason! On the other hand, the fact they have managed to organize and 
apply, is encouraging. Perhaps they are building the foundations of the 
civil society in Kambodja.
