[chapter-delegates] Latest ISOC WGIG statement

Thanks for asking. I asked the same question some days ago to Lynn. The
statement was elaborated by a committee. So, we're safe :-) .

I searched the ISOC web site and could find no trace of the members of
this committee. I am sure this is an oversight  and that Lynn will
forward  the names soon.
From what I have seen, only 5 come from the chapters. The other 23 are
from the Internet industry.

Since we have 21.000 individual members, this does not seem balanced.
Hence this committee only represents one minor part of the ISOC community.
