This is crucial. Projects should contribute to ISOC stability not detract.
Do we know what programs currently are on the go across ISOC community? If
so do we understand the budgetary situation for these?
What partners (organisations) are involved?

It should start from members. Fred and Brian's draft on emergency response
is a typical example of a couple of ISOC members putting something badly
needed into focus. What Chapters and a network of Chapters can do is if they
like an idea and feel they can take a stake in making it happen is to build
the follow through by establishing localised projects that make good ideas
reality on the ground. If an ISOC (or chapter's) staff member is needed to
co-ordinate such a project then this is something that should be built into
any funding proposal.
It clearly makes no sense to set about implementing something like this in
isolation. So working with ISOC and across chapters is important.
Chapters are in a good position to encourage drafts proposing "good ideas"
of things to do and to co-ordinate and generate awareness, partners and
other support for those that attract a critical mass of support across ISOC
/ Internet community to be viable.
