Gene,
I understand your points. DO believe that the concept is intrinsically
GOOD. Agreed that care should be taken, but this opportunity is
wonderful. I know there's a number of projects in a number of chapters
that current could benefit immediately. Future moneys may/SHOULD
increase, as would the submission of projects ready to go. That's one
important notion I think should be attended to... Project funding
should be given out on viability and impact standards, no?
