Some of us regard "secret" voting as essential and so do I. Although we are
not talking about national elections but ISOC's Board "only", the results
being public might influence voting.

This is similar to how voting has been working in Usenet, but that's about
yes/no/abstain and it is not applied for electing people, which makes the
difference.

Still there have to be provisions against fake identities.

While I also believe that chapters could play a key role in verifying
members' identities, I'm sorry to say I have some data protection issues with
this particular suggestion. In fact, I'd really like to learn why chapters
``can't be trusted in general'' or how we could change that.
