[chapter-delegates] Comments regarding SOP draft

Dear Lynn,

I have read the SOP 3 times but have not been able to see which one is the
"strategic" part or the "plan" part.
If we were in the military, I will call that document as "Tactical Situation
Report", because it very much describes only what ISOC is doing today, not
how ISOC is planning about to do things within the next year or so.
Shouldn't the SOP has more statements that starts with "we will" or "we are
going to" ?

I realize that this maybe due to cultural background difference (again), but
I seriously need help in understanding the meaning of the content, in
relation to the title.
