Carlos,

The Chapters, Organizations, and Individuals, when they vote, are not voting
for the same Board of Trustees position.  Therefore, it makes no difference
how large or small any one constituency, it is voting for its own
representative.  One has no more power than the other.

members vote directly, the IETF
